Game Devs of Color Expo will return later this year (Sept 27-30), and speaker and games submissions are now open (see the tweet thread below for info.) Games submissions include for Game Dev Grants, as well as the Direct, etc. All speakers are compensated for their time.

Speaking personally, I love the online format of the Expo. It makes it manageable and accessible, not least for attendees from all over the world to attend. I always learn something practical and new from the talks. Plus it's wonderful to be in an audience alongside other PoC (though of course you don't have to be a person of colour to attend the Expo), listening to speakers of colour on a range of topics.

Attendees can watch all talks on demand after they've aired at the Expo, just by going to each talk's page on Swapcard. So even if you're in a different time zone and don't watch the talks live, you aren't missing out on the content (maybe just the lively and interesting chat that can go with each talk!)

The talks are then gradually made available for everyone to watch on YouTube in the months following the Expo. So if you are a speaker or panelist, even non-attendees will eventually be able to view your talk at that point. Anyway, there's more info on submissions in the tweet thread below.
