It's done. N3149 is going to be the last standard the Committee has direct control over: now we're just dealing with National Bodies and ISO. Here's the report (it's not long), and a link to the (ZipCrypto passworded) zip:
It's out of my hands now (until ISO asks for a million different edits), but this process will take 4-6 months and then an ISO standard will pop out on the other side.
