they should get a $400 thermal cam. much cheaper and just as good for this purpose
that said i def do want the "goggles" part too
technically, an even cheaper solution would be an infrared camera and light. this provides reasonable night vision at the expense of being incredibly visible to anyone else using an infrared camera, which doesn't matter in this situation
