If this is a legitimate question, I would say it's best handled in like, a generally worded email or groupchat message from someone above you writing on your behalf. Just a reminder of keeping bathrooms hygienic and putting waste where it belongs. Only if it becomes a repeat problem after that, you can prompt a shitvestigation. This is coming from someone in retail who has seen some horrible things in employee bathrooms.
so the person above me who would write that email, they're one of the three, and frankly the most likely candidate for having done that.
just fyi i've encountered this situation before. apparently this is a common cultural norm in places where sewage facilities cannot handle toilet paper.
so they're not being gross on purpose, this is more like a habit. they might change their ways if asked. can't really help you on the most delicate way to ask, though.
my only original thought to add to the thoughts already commented is maybe wait to see if it happens again before taking action? If there's someone in the pod that maybe lived in a place that couldn't flush TP and thus has muscle memory associated to putting used TP in a garbage can instead of the toilet, it might've just been a brain fart to do that at work. Because I'm also assuming there aren't any new hires, but that this just suddenly happened? Idk, deeply interesting to me, I am invested in the rest of this saga.
