There is probably a good reason but why don't banks just have the option to work like paypal??? Instead of having to go through credit cards or money transmitters like Paypal??

I don't want to brashly assume you're in the US but in most of the world, banks actually do work like this! In Canada, we have a system called Interac that lets anyone transfer money to anyone else no matter the bank they're with either for free or for a nominal fee (usually $1) on large transfers.
It's also set up for automatic/recurring payments. Just about everyone here uses it to pay for things like rent, utilities, taxes, etc.
I think it really depends on the country? I'm going to assume (sorry) you're american, but I'm fairly sure there's options like these in other countries.
I'm brazilian and I've been using mostly https://en.wikipedia.org/wiki/Pix_(payment_system) lately, its instant transfer and accepted in most virtual stores (all Steam games I've bought lately were done with QR code scanning from Pix on my phone)
