A "forever" game doesn't necessarily require forever development or filler. I think the Roguelite genre is a good example of asset reuse leading to significantly more replayability without resulting in filler.
I'm thinking about the development effort that went into creating randomizers in older games--a relatively small effort that added tons of life to these games without adding soulless filler.

That's not really the point he's making in the actual video. In the video he's positioning both forever games and fidelity as reasons that game development time has become so bloated - here he's just saying that while there is market research somewhat justifying it for forever games, there isn't for hyper fidelity. He's not saying forever games are the good thing that should exist.
