I believe this is new with the 'third-party event' feature on Steam being new.
My understanding is that it wasnt the IGF's idea. It was some pubs/devs idea and they got permission from IGF to do it. So no idea if this will be a yearly thing from now.
Honestly I'm kinda glad for it; I love IGF but I feel like it's amazingly bad at exposing its own winners lol
