is that the thing where people could donate wine for a big event that got subverted or didn't actually need that much wine and there was a surplus for a long time? did it finally run out?

It was for a big blowout centennial party for the year 1900, then at the last minute the Empress declared it would just be 1899 again and all mention or celebration of 1900 is illegal. So, no party. And hence the dates in the post (from 1899 (1) to 1899 (4))
