I did a side quest and now Junpei can wear a top hat in battle. It's great.
The recent Spider-man games have done it right. You can unlock every suit through game play. And you can change your outfit while keeping whatever benefit you want from a different suit.
If it didn't matter, no one would want the items in question and no one would buy them. Of course it matters. It's a silly argument.
