I took some time to build some tools for debugging. After like 6 editor crashes (lol) I managed to get Quest Debugging all in one place, tied to the editor, and a quick tool to rapidly create, manage, and delete quests in the core FORGE patch data.
I don't want to spend too much time on tools yet considering a self-imposed deadline of end of November, but this and the upcoming Item tool will make rapid iteration a lot easier going forward and hopefully help with game state debugging.
