there is a lot of power (ha) in the traditional unix-like shell, but it very much is a killer when someone decides "nah man fuck that" and gives you a shell that lets you pass objects between commands. not simply bytes or text as with unix, but full ass objects.
piping into xargs on linux gives only a fraction of the power granted by the object pipeline in powershell

also yes the startup time does suck but it generally only sucks the first time you launch it for a while

Despite its quirks, PowerShell has some genuinely terrific ideas and design patterns that shells like Bash would absolutely benefit from, but would never in a million years adopt (likely because they can't at this point).

Yeah, I mostly do python on non-windows machines but as the default language that's available out of the box, I'll take ps over bash any day purely because it has the advantage of being a modern language built with modern things in mind.
