is this just Microsoft trying to politely say that they don't want to sell individual Windows licences anymore? who the fuck is gonna pay ONE HUNDRED AND FORTY FREEDOM EAGLES for Windows?? not the person who's computer already came with a Windows licence, not the person assembling their own computer who knows they can get a key from a reseller for $20 or just use MAS for $0, who the hell is this for????

It's always been like this though. Unlike Apple, who dropped down to cheap than free, Microsoft has long maintained the $100+ license fee. They just, around Windows 8, started a bunch of loopholes for upgrades.

The price you see is essentially intended for "system builders" - machines which are not subsidized and have no OS. If your machine came with Windows 10 it can upgrade for free.

And yeah, volume license key resellers exist for the others. This price is basically what boutique PC builders pay — the people building machines to sell that aren't HP/Dell/Lenovo/etc. (but instead much smaller and/or more local), and who, for legal reasons, probably should provide a valid non-volume license key.
