idk about macOS but on windows a lot of that is from windows defender deciding to scan every changed file when steam does an update, causing it to spin in place hammering the filesystem until WD finishes that chunk, because WD doesn't do anything to make it clear it's done
The really charming thing about having built a machine around a used Epyc 32-core processor is watching terrible software use shocking amounts of it to do nothing
