according to bricklink the "b" version (shorter one) was actually made first but only appeared for a year (4 total sets in 1984) and then came back in 2008, with the "a" version being phased out over the next four years.
not sure how accurate that is, might just be a random quirk of the time period or something, but it is quite odd. i'd assume the transition period is better documented just thanks to being more recent.
