i havent read anything about this, but ill betcha this was designed by the military. No other world permits such an insane "make boat go down by any mean necessary" engineering
you have to realize that engineering did not really involve hard and fast concepts at the time. there was also that guy in the 1700s who built train bridges with no formal understanding of the field and they kept collapsing catastrophically. Because that was the previous fad.
