you'd think it's always like that, but that would imply a world where capitalist bosses actually think about what they're doing.

Truth is, bosses - like everyone in a business - are blinkered. They spend their whole days cooped up with people that either think exactly like them or don't give enough of a fuck to assert themselves on the opposite. They will absolutely take incredibly stupid decisions figuring it'll all be OK, then desperately backpedal once they realize that no, everyone hates the incredibly stupid decision and we're gonna lose so much money

Witness the recent OGL issue on WOTC [https://www.polygon.com/23574677/dungeons-dragons-dnd-ogl-canceled-wizards-fans-win]. They tried to claw back the open license on D&D's core rules, and the backlash was so bad they actually went the other way and released it under Creative Commons.
