uhh well iirc the amount of power you're allowed in that ISM band without a license is like 100mW EIRP isn't it? so a 1000W magnetron with a horn is... slightly more than that
edit: it's one watt of transmitter output power. plus some leeway with antenna gain but that doesn't really matter at that point. (20dBm / 100mW EIRP is for the EU, i thought it was the same over there)
ISM is a bit more lenient, 47 CFR 18.305(a) https://www.ecfr.gov/current/title-47/section-18.305 :
ISM equipment operating on a frequency specified in § 18.301 is permitted unlimited radiated energy in the band specified for that frequency.
18.301 lists the usual ISM frequencies, including 2450 MHz.
However, https://www.ecfr.gov/current/title-47/section-18.313 refers to several limits on exposure of people to rf, which the hypothetical Widget probably wouldn't make without some means to keep people away from the hot end.
