The dangerous combination of not having a clue, combined with the war chests of every damned tech bro in SF.
biotech doesn't actually revitalize downtown though, it just enriches the city. The people who work those jobs, like all of the tech ones, overwhelmingly don't really hang out around there outside of lunch, so it's just a massive chunk of unuseable used-to-be-semi-public space.
