different countries use different track widths, partially because no one wants to upgrade all their infrastructure and industry, but also because everyone learned from WW2 that the one thing you don't want is compatible rails with someone who might invade you
most places just trans-ship things, so you ship it to a loading dock that pulls it off your train and puts it on a new train, or swaps out the wheels on yours with new wheels.
