these rockets were made before PAL, the Permissive Action Link that prevents nuclear weapons from being used without central sign-off, aka, if this had a warhead it would have been one of the spiciest broken arrow events in history outside of those two nuclear bombs we dropped on Goldsboro, North Carolina.
