it sort of can but its not going to roll the edge and also you aren't applying pressure. But even then, whittling isn't like. A thing known to dull knives (but paper and cardboard are because they have more silica content per unit area aiui, and cardboard has clay)

but the twist is that the article then goes on to say "some commenters even chimed in that you can keep your knives from getting dull by skipping the dishwasher" and like.... yes that's on the packaging of every chef knife
