In this and my previous job search, I've now had three burned-out HR people confide that a significant number of jobs are basically placebos for the team. The drones get to feel like the company will finally get them the help that they need with the workload, and the company gets to feel satisfied knowing that absolutely no candidate will ever qualify for the position...
I haven't seen it reported anywhere, just had screening calls where the person admitted that it was a sham process, so it's as anecdotal as it gets, unfortunately. I assumed it was a weird lie, the first time around.
