who made you relay your password over the phone? i've almost never encountered that
bank to recover an account after failing too many login attempts because my yubikey kept hitting my thigh, social security administration after my name change, local utility companies after they switched frontends, my ISP every third time I call, off the top of my head
it gives me nightmares because (before I switched to diceware style generation in my password manager) sometimes after the sixth character they give up and let me in
