That's a really interesting question. It wasn't for a few more years that "realistic modern" shooters started to really take off, so CS was basically it in that field apart from maybe rainbow six, or i guess swat 3? I have no research to back it up, but I kind of have more of a feeling at the time that if anything, there was more influence from the post-saving-private-ryan WWII shooter fad? Because the general pro-war atmosphere that I remember at the time was that 9/11 was "the new pearl harbor" and that the war on terror was OK because it was more like WWII (The Good War™) where we got attacked first, and not like the vietnam war.
I wonder how many people it primed to think terrorism was ubiquitous, though. Same with Six
I wouldn't say it did much for that, starting out as a mod in 1999, releasing by the end of 2000 and then having 250,000 sales by July, which are probably great numbers.
Plus, it was Cop All Stars vs. Comical Terrorists - fitting, considering it was inspired by Rainbow Six (the book features EEEVIL environmentalists).
