normal bike front baskets are rated for like, 6-10kg in my experience so uh. good luck there
the basket is zip tied to a flat rack mounted to the forks, not the handlebars, fortunately
mine's mounted to the forks, and still says max 12kg (not including the weight of the basket)
this is rated something like 40kg at the load bearing part but it's a basket on a tray that's also a front-pannier rack (no panniers) so it's got a bit more lift
