this seems Good Actually due to certain things being legal in some states and not others (or at least differently regulated), causing problems if you're on a multistate trip with your conditionally-legal items and get pulled over
...okay that also means that everyone who can swing a PO Box and a long drive will go get a New Hampshire or Nevada license plate as a flag of convenience, but that's kind of funny so I'll allow it
smugglers switching licence plates to make it not crossing state lines and thus the FBI can't actually get involved
