I mentioned the nest to our neighbors and they were "yeah, we love them but we're worried" Turns out the building manager had their nest and FIVE eggs removed last year?? For "hygiene" reasons.

Swallows are good and a constant source of joy but more importantly, protected by the migratory bird act which forbids even looking at them funny, let alone removing their nests during nesting season.
I am prepared to escalate this to crazy levels I am so upset
Update: we messaged management but they had already removed the nest that same day while we weren't home, BUT:
they're rebuilding again and I already emailed building management, I may put up a sign, or like, spend the summer camping on the stairs to keep an eye out for them 
Also met another neighbor and he and his family also love the swallows, so we have allies
