The still fledgling sparrows that have not entirely figured out eating yet. They just stare at the birdseed and open their big yellow beaks, waiting for it to jump in.
It never jumps in

aaaa we have some of those too! They're old enough to go flying around to the feeder on their own but not old enough to understand how it works!
Sometimes they change tactics and open their beaks at every bird that flies by
