I like obsidian, but that's probably overkill unless some of your notes are like, your story notes that you want to be able to tag and hyperlink between all the time.
Alternatively, a less overkill tool is Workflowy.
I think both of these options have a permanent free version with a few restrictions

Unfortunately, task tracking and management needs a physical form for me, because not only is it as easy to just not look at my tech as it is to just not look at the todo list on the fridge, when I do look at my tech I can just not look at the todo list on the tech. Similarly, that additional layer separating interaction multiplies the whole forget entirely about situation :c
