Oh my god what the hell
i think i've seen this before and it's a japanese product, and japan doesn't need grounding prongs because of something about how their electrical system is designed?? but they have otherwise similar outlets and voltage to the US, so it's not unreasonable to want to just plug a north american appliance right in, hence... designs like this
any of that might be wrong though
afaik Japanese grounding thingies are usually loose wires you need to screw in. Grounding seems to be not that common though, they just insulate their devices I guess

Japanese power is on average 20v lower than north america, and in half the country has a lower frequency too. I wouldn't plug anything american with a linear power supply into it.
yea sure let's just leave chassis open to the air, it'll be fine dude. im sure no issues will ever be caused by equipment that expects the chassis line to lead to earth just going to air instead. surely the chassis line must just be a stabilizing stick!
if i ever moved to a land that uses those, i would bring one shipping container with schuko plugs and another with schuko sockets...
