It's very clean, so I thought probably digital but then sometimes colors seem to blend a bit so maybe markers, though it could be a brush too.
Anyway, I like them a lot !

So I started writing what I thought was a quick response but after a few paragraphs I realized I probably should just make it a post.

The short answer, it is digital done using the current version of Clip Studio Paint (that has the updated color blending) and some stock brushes used in a particular way. The rest of the process is just haphazard layers using "lock transparent pixel" at various points. Basically it is 20 year old Photoshop techniques being used in modern Clip Studio Plaint.
