Pandemic safety makes this tricky. All I can ever think of within my own safety guidelines is food trucks or something like the Japanese gardens
I've been a full-on tourist in your area recently so I'll bombard you with 'places to go' suggestions (sorry :p)
Timberline Lodge at Mt Hood
Evergreen Aviation & Space Museum
movie at the Hollywood Theater
Japanese garden
Mt St Helens
Beach walk with retro places to eat on the way: Otis Cafe or Camp 18 Restaurant
Multnomah Falls and Crown Point
And if you can overnight within your budget - John Day Fossil Beds

Go for a hike at Silver Falls! It’s gorgeous in the fall and less busy when it’s cold outside. Grand total of like $20 for gas and parking.
check out Clear Lake if you haven't been there. it's 2h30m from Portland, is up in the mountains amongst the trees, and is a spectacular sight. remarkably clear lake with petrified still-standing trees at the bottom. one of my favorite places in Oregon.
there is a really pretty waterfall trail nearby as well, along with another trail along the river that the falls spills into. there's no parking fees or anything (unless you want to rent a boat on Clear Lake) so the only cost is gas and a bit of a drive.
