Largely not, no. Recall that a genie's vessel represents a very specific and special kind of singularity in emotional space - a desire singularity. Each genie is pretty uniquely tied, or entangled, with their vessel. Transferring that might be possible, but I confess I've never heard of such a case.
If a genie somehow is freed* from a vessel, though, the empty bottle or lamp effectively reverts to being a singularity without a genie - meaning the next person to open it is getting a geniefication ride. So there is some manner of "used vessel" activity out there. Not sure if there's a market for such, but if there is, be careful what you touch.
