I haven't played Cobalt Core yet so my knowledge of it is limited, but I imagine it would be inadvisable to give Riggs a gun... but I have to admit I would probably always give Riggs a gun too.
It's really good and I highly recommend it!!! I think you would enjoy all the critters.
Also, yes. Riggs shouldn't have a gun. But you always have to give Riggs a gun.
