iirc tooltips for tray icons are a thing you had to do custom instead of just a built in feature, so you get... this

EDIT: Checked, this changed in Vista, and there's a whole thing where you turn custom tips on/off and the maximum length of the tip depends on... something. So it's a nightmare. It's probably common since the maximum length is painfully low, so if you want to display multiple lines of text you have to use a custom one
