Does anyone know a good utility for overlaying/resizing a gif over a static image?

All the ones I've tried in the past have started requiring subscriptions to use or use without watermarks.

Any other ideas? The only answer I've seen is Photoshop, but like hell I'm installing that

It's TOTAL overkill, but you can import gifs into Krita.

I realized that ezgif.com will let you upload an existing gif + another image into its gif maker and there's a checkbox for "use first frame as background" so I updated my other post
