UPDATE: Had another meeting with my boss that he actually showed up to and tomorrow we're interviewing a potential new engineer to put on my team. First time I've been optimistic about work in a while.

he's usually pretty understanding and accommodating but for whatever reason, he's being an utter dipshit about this. even some of the non-engineers on the team have tried to convince him and he hasn't budged
Make sure you get involved in the hiring process if you convince them. Poor management and hiring tend to go together.
