Tiz is from Final Fantasy Type-0, a weird game with some good designs.
She gives a strong impression of a school girl mage, with a ton of elements that I'm a big fan of:
- long scarf
- a big shawl/cloak/whatever
- witchy/black mage-y hat
- layered plaid skirt
- a rad goth-ish messenger bag
Replace the knee socks with some fleece lined leggings and you've got a very warm, comfy and cute outfit.
