Funniest lunatic tinpot communist dictator of the 20th century has to be Enver Hoxha just because he spent more money and concrete than the Maginot Line building thousands of useless bunkers across Albania, a country with a housing crisis because his plan for defending the country from invasion (from both the Yugoslavs and Soviets, he was a paranoid whackjob) was to lose the actual war bit and just do partisan stuff because it landed him the job of running the country during WWII
I usually hear about Hoxha in the same breath as J. Posadas.
Posadas believed nuclear war was both inevitable and desirable, and that communist aliens would come and save us from ourselves if only we could convince them to do more than stop by to observe us now and then.
The synthesis, then, of Hoxhaism-posadism is the theory that we must build the bunkers to survive armageddon and then go about constructing the worker's paradise. Ideally with the help of friendly observing aliens who are only too happy to assist us because they, too, are good communists.
It's probably for the best that Posadas never got anywhere near nuclear launch codes in his lifetime.
