moral arguments are how state leaders sell their actions to the citizenry, not how they make decisions in the first place

wish i could remember the article i read last week where some US diplomat basically said "one of the best parts of US foreign policy is that we get to advocate for human rights. it's not, like, at the top of the list. but it's on there somewhere!"
