Sometimes you use "don't make" for something that has special circumstances, like the kitchen made an extra of something just as someone else ordered that same thing. Or you (as a server) have extra special instructions you need to add (like allergy or other special prep instructions) that didn't fit in the order machine.

I'm guessing they just mapped 1:1 everything in their internal order system to whatever interface you are seeing.

TL;DR: this is (usually internal-only) option for servers/waiters communicating with back-of-house/kitchen staff. It is weird that you are seeing it somewhere public facing.
