I have a pretty okay version of METAL SWORD set up to be a pokemon game where you're just replacing your mech rather than replacing a cohort; the issue I ran into is that some people want to play something like Pokemon Mystery Dungeon while other people want to play a Mainline Pokemon Game and those two have such different setups for what things mean!

I think one thing that could be interesting is the players all play as pokemon who are the team of a trainer who's played by the GM? sort of GM as CO, perhaps.

I played a Fitd pokemon hack where you got 2 move quirks and 2 ability quirks, advances were limited to 2 for each type that you took at the start, and the crew sheet was your trainer's "character sheet." It worked so well. We were the pokemon of a Florist (Aroma Lady) and it we defended her VW Bus from a biker. I played two sessions (as a Ducklett) and never got the chance to again 😩.

But yeah! I think you're on the money where some people want to play as trainers or want to play as pokemon. I'm on the "Play as Pokemon" side myself because I ran Pokemon Tabletop United and that game had way too much book keeping to my tastes. I'd love to see what you got cooked up for a Metal Sword Hack!
