Band of blades lets you "spend" horses. Dungeon Crawl Classics lets you "speak" horse.
I like Ironsworn's approach to animal companions, you can definitely make a horse-specialized character there if you want to.

roll 2d6 + horsemanship, on a 4+ you do what you want. ln a 7+ you do what you want and you are not thrown off or kicked by a horse.

It's quite sad really. Ever since the invention of the machinegun, horses really have gotten the short end of the stick.
