In a more linear game I think it'd have had way less impact. But in this context, you've been sneaking around Paris under occupation, and you break into this quiet empty office building at night, a totally optional off-the-beaten-path space. And you walk into this one office lit by TV static, and the phone starts ringing. The scene gets so much from the player not having any idea what's going on or any expectation they'd be engaged in conversation here. Good stuff.
