The storm represents rejecting the hand you've been dealt and upending the status quo. The storm IS Max, tearing to the ground the structures that killed those people. Arcadia Bay didn't save them from the bullies and the rapists; Arcadia Bay created that storm. If the only way to save the system is to sit back and allow it to kill the people you love, then you are morally obligated to destroy the system.

The reason the trolley problem is so enduring in the collective consciousness is because everyone instinctively knows, that trolley needs to be destroyed but no one is allowed to pick that option. The trolley problem is about saving the trolley. It's about finding an excuse to save the trolley that you can live with.

I also feel like it's just the wrong option. Picking the 'save thousands of people at the cost of the character and relationship we've built up the entire game' just shows the game hasn't had the emotional impact on you that they were intending it to have. I would have also accepted the idea that her new power was born out of picking an ending in LIS1, so her power is to switch between timelines right? I feel like that would have worked well.
