How do you mechanize the idea that some characters are muppets?

How do you mechanize the idea that some characters are muppets?
I think you have to stat out the puppeteer separately, like a wizard's familiar or a mech's pilot
Can become resistant to harm if it's funny, but gain some kind of penalty for performing actions that would draw attention to their feet.
a rule that states somethin' like
"If what they're about to do is the funniest possible thing, within some reason, they can do it."
instead of rolling, poll the players on what outcome would be funniest
I have a character arc (how playbooks work in this game) called The Fool that is dedicated to being bad and if I'm honest it is 100% my favourite one. It includes a variant on the battle of wits move that relies on your arguments being confusing and/or stupid. It also includes this one: "When you do something you have been explicitly told not to, take advantage on your next roll."
