Well, judging by the exchange I just had with Steam support, I guess Steam is going to have a way to clip and share video soon.
I reported a bug about how share play screenshots can't be posted to the activity feed, and relayed general frustration with the new screenshot manager interface in general, and the person replied that I should try sharing through the "capture manager" instead.
Which obviously doesn't exist (yet)
