Been wondering this exact same thing ever since following that Mac theme blog, except my system is Win 10 rather than 11. At least the Wii pointer mouse cursor another user made has livened things up a little.
well, WindowBlinds does still work in win10, and i do own a license, it's just installed on a different computer, and upgrading WB to win11 i think costs money now. 😔
afaik Microsoft has locked down the theme engine in Windows pretty hard since Windows 10, but maybe it is still possible to jailbreak the theme engine and load custom themes that way? I used to do that on Windows 7 and 8, and boy did it get sketchy in 8.1
