hey when did cohost start recommending other people's tags, including hyper-specific personal rambling tags that I've never seen that contain words I have filtered out for a fucking reason, in its tag box. that really sucks a lot and is very bad and terrible in every conceivable manner.

Probably: since the very start of the site? As far as I can remember tags have always had that auto-complete, it’s just gonna keep getting more and more tags in it forever as people write tags.
I’m sure this is completely fixable but also seems like it’d be complex to fix and require a lot of design work >:/
I think at some point it updated from suggesting just tags that start with what you're typing to suggesting tags that have it anywhere, so long rambling ones get suggested more now, but that was a while ago. Not suggesting tags with filtered words sounds like a good idea for the feature request forum, though.
