Actual answer:

  1. While there's been a shift over time, shinies were originally so rare that seeing one at all period was meant to be a shock. Trainers having shinies would probably reduce the sense of rarity. Additionally,
  2. In older games it WAS possible for an NPC trainer's pokemon to randomly roll shiny. This generally led to EVERYONE BEING MAD because it meant your playthrough has finally come through for you with a shiny roll......... which was given to an NPC so you could never, ever catch it.

🐈‍⬛ retrospectively we do remember this being a thing in i think the gen 3 games? i kinda wish they had trainers with scripted shinies, maybe give a rival a shiny in the future. it feels weird that the player is the only one with em!

To date it definitely feels to me like TPC has Made A Decision about how rare shinies are meant to feel... which gets a little funnier with every new game/gen giving us more and more ways to get them faster, more easily, more reliably. Who knows if they'll do something different in the future!
